1. Confirm who regulates the property
A Langley address does not always mean a parcel is inside the City of Langley. First confirm whether the authority having jurisdiction is the city or unincorporated Island County. That affects where you find zoning, permit, and pre-application information.
2. Look beyond the obvious lot lines
Online parcel maps are useful orientation tools, but they are not surveys. Boundaries, easements, rights-of-way, setbacks, access, and encroachments can affect where work may be possible. A current survey may be essential, especially near shorelines, slopes, older improvements, or unclear property corners.
3. Ask what the land is doing
Wetlands, streams, steep slopes, erosion or landslide hazards, flood areas, habitat, drainage, and shoreline jurisdiction can trigger additional rules and professional studies. A beautiful view may come with geotechnical, setback, access, or exposure questions that deserve early attention.
4. Understand water and wastewater
Many South Whidbey properties rely on septic systems and wells or community water. Existing septic approval, capacity, reserve area, system condition, and proposed bedroom count can shape remodel and ADU potential. Do not infer capacity from the current house alone.
5. Trace utilities and access
Confirm electrical service, water, septic, drainage, communications, driveway conditions, emergency access, and practical construction staging. On an island, small logistical constraints can have schedule and cost consequences.
6. Treat an existing home as part of the site
For remodels, review available permits and compare them with what is built. Consider foundation, structure, moisture, roof, windows, insulation, heating, electrical, plumbing, and hazardous-material risks. A pre-purchase home inspection and targeted specialist input may be more useful than assuming visible finishes tell the whole story.
7. Define the first realistic goal
“Can I build?” is often too broad. A better early question might be: can this property reasonably support a one-bedroom ADU, a kitchen expansion, a safer deck, a single-level bedroom, or a compact replacement home? Specific goals allow more useful research.
8. Keep contingencies and timelines in perspective
Preliminary design review can organize information and identify next steps, but agency records, specialist availability, seller timelines, and purchase contingencies belong in conversation with your broker and attorney. Avoid relying on an informal opinion as though it were a permit.
